Schreiben der Außenminister der E3/EU zur Wiederaufnahme der Urankonversion in Iran




Dienstag 02.08.05 - We are deeply concerned by Iran"s diplomatic note to the IAEA Secretariat of 1 August, which states that Iran has decided to resume uranium conversion activities at Isfahan.

In the Paris Agreement, Iran agreed to continue and extend its suspension of nuclear fuel cycle activities to "include all enrichment related and reprocessing activities, and specifically [...] all tests or production at any uranium conversion installation", and also agreed that the suspension would be sustained while negotiations proceed on mutually acceptable long-term arrangements.

The decision to resume suspended activities at Isfahan would, if carried out, breach both the Paris Agreement and the IAEA Board of Governors" resolution of 29 November 2004.

It will also further heighten international concern about the real objective of Iran"s nuclear programme. Iran does not have any urgent operational need to produce fuel of its own, nor any other reason to resume activity at Isfahan, if the intentions of its nuclear programme are exclusively peaceful. Iran has no operating nuclear power plant and has concluded an agreement with Russia assuring the supply of fuel for the reactor at Bushehr, which is under construction.

When we met you in Geneva on 25 May, we agreed to provide by the end of July or in early August detailed ideas for a long-term agreement. Iran has acknowledged this timetable in its note to the IAEA. We confirmed in our letter of 30 July that we would present these ideas on 7 August or earlier if possible, and underlined our belief that they could lead to a new relationship between Iran and our countries, based on co-operation.

As foreseen in the Paris Agreement, our proposal will encompass co-operation on political and security issues as well as in economic and technological areas. It will state the E3/EU"s readiness to support the development of a safe, economically viable and proliferation proof civilian nuclear programme in Iran. We will also make clear that we are willing to reaffirm Iran"s rights under the NPT.

We are concerned that Iran is now proposing to take a step that would terminate our dialogue, before we have presented these detailed ideas. We believe our dialogue has already brought important benefits for Iran, and that through its successful conclusion, we can open a new chapter in our relations. But we can only continue with the process if both sides abide by the obligations they have entered into in the Paris Agreement, and that includes the full and verified suspension by Iran of all enrichment related and reprocessing activities.

We will be seeking a special session or the IAES Board of Governors in the next few days to dicuss the way ahead. Were Iran to resume currently suspended activities, our negotiations would be brought to an end, and we would have no option but to pursue other courses of action. We therefore call upon Iran not to resume suspended activities or take other unilateral steps, and to confirm without delay its full commitment to the Paris Agreement.
